The super-aged-society opportunity, 1.37M people with hearing loss, and the new subsidy scheme
SEER SONUS Research·
Figure · The Adoption Gap
Taiwan's 65+ population has reached 4.67M, of whom about 1.37M have disabling hearing loss—yet hearing-aid adoption sits at just ~8%, under a quarter of the Western rate.
A Super-Aged Society: Taiwan's Structural Turning Point
Taiwan officially became a super-aged society in 2025, with the 65-and-over population reaching 4.67 million (20.06%), crossing the UN's 20% threshold. The pace of this demographic shift ranks among the fastest worldwide—Taiwan took just 8 years to move from an "aged society" (14%) to a "super-aged society" (20%), compared with 28 years in France, 15 in the US, and 11 in Japan.
About 40% of adults aged 65+ have disabling hearing loss—roughly 1.37 million people. Adding the 45–64 cohort with undiagnosed hearing loss, Taiwan's population in need of hearing care likely exceeds 2 million. Yet the hearing aid adoption rate sits at just 8%—far below the 30–40% seen in Europe and the US.

Hearing Loss Prevalence by Age Group
Hearing loss prevalence climbs steeply with age. A 2023 survey by Taiwan's Health Promotion Administration (HPA) found prevalence of about 40% among those aged 65–74, rising to 71.4% for those 85 and over. As Taiwan's elderly population skews older (the 75+ group is projected to make up 52% of the 65+ population by 2030), demand for hearing aids will accelerate.

Market Size and Growth Drivers
Taiwan's hearing aid market is estimated at roughly US$80–100M in 2025 (about NTD 2.5–3.0 billion), with a CAGR of 7–8%. Import volume grew 13.5% in 2024 to 104,000 units—well above the global average, reflecting the structural demand a super-aged society creates.
Growth is driven by four core factors: (1) a continually expanding super-aged population; (2) broader coverage under the new government subsidy scheme; (3) WHO and Lancet research raising public awareness of hearing health; and (4) digital marketing and remote services lowering the barrier for consumers to access care.

Channel Structure and Competitive Landscape
Taiwan's hearing aid channels fall into three categories: hospital and clinic-based (about 30%), specialist hearing aid chain stores (about 50%), and e-commerce and pharmacies (about 20%). Specialist stores remain dominant, but online sales—especially of entry-level products—are growing rapidly.

Taiwan's brand landscape is dominated by Conlin Hearing (Demant Group — Oticon, Bernafon), followed by Hong-Yun (Sonova — Phonak), Giant Spring (WS Audiology — Signia), and Yuan-Jian (own brands plus distribution). The five major international brands hold over 85% of Taiwan's premium segment (NTD 50,000+ per ear).
Hearing Aid Subsidy Policy
Taiwan's government provides hearing aid purchase subsidies for people with hearing loss who hold a Category 2 disability certificate. The current scheme, in effect since January 2023, covers four device tiers and three income brackets, as follows:

Amounts in NTD, per ear. Advanced tier for applicants under 18: up to $20,000 per ear.
Notably, subsidy amounts still fall well short of actual retail prices (mid-range and above typically run NTD 40,000–120,000 per ear). Consumers still cover 60–85% out of pocket; the subsidy mainly lowers the psychological barrier to a first purchase rather than covering most of the cost.
Subsidy Application Process
01
Apply for disability certificate
Apply at your local district office social affairs section; obtain a Category 2 disability certificate following assessment by a designated hospital.
02
Hearing assessment
Complete a full hearing assessment at a designated hospital; the physician issues a device assessment report (including recommended model tier).
03
Submit subsidy application
Submit the assessment report, disability certificate, household registration, and financial documents to the district office social affairs section.
04
Approval and purchase
After review (about 10 working days), the district office approves the subsidy amount; purchase from a contracted vendor within 6 months of approval.
05
Outcome verification
Return to the original assessment hospital within 1–3 months of purchase to verify outcomes and confirm the hearing aid meets performance targets.
06
Disbursement claim
Bring the outcome verification report, purchase invoice, and approval letter to the district office to claim disbursement (paid into a designated account).
